Authorizes the New York State Thruway Authority to issue annual short-distance commuter permits allowing free travel between interchanges 34-A, 35, 36, 37, 38, and 39 in the Syracuse area

Permits valid only for travel within the designated permit area and may be restricted to peak commuter hours

Authority may offer permits at a discounted rate based on cash cost per mile if an audit shows the free permit program causes significant revenue loss

Requires at least one public hearing in the permit area before any board resolution to implement discounted permit rates

Takes effect 120 days after enactment and automatically expires and repeals after 10 years; authority must issue implementing rules and regulations before the effective date
