Establishes a New York City Housing Authority repair certificate program allowing developers who perform capital repairs to NYCHA projects to receive zoning amendments that increase allowable development in those areas.

Requires the City Planning Commission to establish per-foot values for repair certificates (updated annually based on housing cost inflation) and maximum floor area ratios in newly zoned areas.

Creates an Office of Repair Certification within NYCHA to administer the program, establish eligible repair project lists with cost estimates and priorities, and review developer proposals within specified timelines.

Requires developers receiving zoning benefits to complete approved capital repair projects within agreed timelines; certificates cannot be awarded for regular maintenance, only capital repairs.

Takes effect 180 days after enactment, with authorization for implementing rules and regulations to be completed beforehand.
