Amends Election Law Section 17-140 to clarify gender-neutral language by changing "himself" to "or herself"

Removes the specific "retail value of less than one dollar" threshold and replaces it with items of "nominal value," including snacks, water, soft drinks, and other refreshments

Expands the exception to apply to items provided in a polling place or "in line to vote at a polling place," broadening the location where nominal items may be distributed

Requires that any nominal-value items be provided without identification of the person or entity supplying them

Maintains that violations remain a Class A misdemeanor; takes effect immediately upon enactment
