Prohibits ranked choice voting in all elections held in New York State, effective January 1, 2023.

Requires run-off elections between the two candidates receiving the most votes when no candidate receives more than 50 percent of the vote in any election.

Repeals Section 1057-g of the New York City Charter and Section 6-162 of the Election Law, which previously authorized ranked choice voting in city elections.

Modifies ballot rules to invalidate ballots with marks indicating candidate ranking and adjusts run-off election procedures for village and city elections.

Updates campaign finance and public funding provisions to reference run-off elections under the new Section 8-702 rather than previous ranked choice voting provisions.
