Authorizes the City of Plattsburgh to allow three police officers (Nicholas Moore, Joshua Golden, and Nathan Kasprzak) to switch from the 25-year retirement plan (Section 384) to the 20-year retirement plan (Section 384-d) under the New York State Local Police and Fire Retirement System.

Allows the officers to receive full service credit in the 20-year plan for their prior service, provided Plattsburgh assumes all additional costs associated with the switch.

Requires Plattsburgh to file a resolution with the state comptroller within 180 days of enactment certifying that the officers did not cause their own ineligibility, and allows officers to elect coverage within one year of enactment.

Makes all past service costs ($69,400 estimated one-time cost) the responsibility of the City of Plattsburgh, which may amortize costs over five years.

Anticipates annual contribution increases of approximately $9,700 for the City of Plattsburgh beginning in fiscal year 2023.
