Establishes a one-year moratorium on collection of surcharges for system benefit charge, renewable portfolio standard, energy efficiency portfolio standard, and similar funds created before the bill's effective date.

Prohibits the Public Service Commission from increasing surcharges for system benefit charge, renewable portfolio standard, energy efficiency portfolio standard, or similar funds after the one-year moratorium expires.

Caps total aggregate surcharge costs at 2019 levels, though individual surcharges may be lowered from 2021 amounts.

Bans establishment of new surcharge assessments, taxes, or fees on energy consumers, with an exception for fees related to electric generating facilities that provide closure notice where bulk system operator identifies a reliability need.

Takes effect immediately, except the surcharge increase limit (Section 3) takes effect one year after the bill's enactment.
