Adds new Article 34 to New York Labor Law requiring public service employers to certify employment for federal Public Service Loan Forgiveness (PSLF) program eligibility.

Defines "full-time" employment as working at least 30 hours per week average, or 30 hours per week average for at least 8 months in a 12-month period (such as school teachers), unless federal standards are lower.

Requires public service employers to credit faculty and teachers with 3.35 hours worked for each hour of lecture or classroom time for PSLF certification purposes, regardless of when hours were worked.

Mandates public service employers annually provide PSLF forms with employer sections pre-completed to employees who request them, current employees previously certified, and departing employees; must not unreasonably delay in certifying employment.

Permits employers to certify employment directly with U.S. Department of Education if permitted by federal policy; takes effect immediately with compliance deadlines of 60 days for new requests and January 1, 2023 for current employees.
