Establishes Article 29-EE in Public Health Law to create a state-regulated Program of All-Inclusive Care for the Elderly (PACE) for individuals age 55+ who qualify for nursing home care and wish to remain in their community.

Requires PACE organizations to be licensed by the commissioner, comply with federal requirements under 42 U.S.C. § 1395(eee) and the Balanced Budget Act of 1997, maintain financial solvency standards, and provide services through an interdisciplinary team approach.

Limits PACE organization eligibility to individuals meeting nursing home level of care requirements, residing in the organization's approved service area, and able to be safely maintained in community-based settings; enrollment is voluntary.

Requires PACE organizations to provide all Medicaid and Medicare benefits to enrollees, with additional services determined necessary by the interdisciplinary team.

Directs the commissioner to develop reimbursement rates and methodologies, establish a unified licensure process, and create unified reporting and audit procedures; act takes effect 180 days after enactment.
