Amends the Alcoholic Beverage Control Law to allow issuance of a retail license for on-premises alcohol consumption at a food or beverage establishment within 200 feet of a school, church, synagogue, or place of worship, notwithstanding existing restrictions.

Limits this exemption to a specific premises located wholly within Onondaga County, with boundaries defined by precise surveyor's measurements beginning at the intersection of Court Street and Windham Avenue.

Permits the sale of food and beverages for on-premises consumption at the specified location, which would otherwise be prohibited due to proximity to places of worship and education.

Takes effect immediately upon enactment.
