Establishes new hoisting safety requirements in Labor Law Section 256, including definitions for active load stabilization mechanisms, passive load stabilization mechanisms, fall zones, tilt-up/tilt-down operations, and boom free fall.

Requires use of hoisting routes that minimize employee exposure to suspended loads and prohibits employees from the fall zone except when hooking, unhooking, guiding loads, or operating concrete hoppers.

Mandates use of passive load stabilization (taglines) for materials under 3,000 pounds and active load stabilization mechanisms for materials over 3,000 pounds or those presenting critical injury risk during hooking and unhooking operations.

Prohibits boom free fall when employees are in the fall zone and load line free fall when employees are directly under the load.

Requires the Commissioner of Labor to promulgate or amend hoisting safety rules and regulations every ten years using best available technology, with input from occupational health professionals, industrial safety engineers, and public hearings for stakeholder input.
