Eliminates three surcharges (system benefit charge, renewable portfolio standard surcharge, and energy efficiency portfolio standard surcharge) from electric and gas bills for residential customers age 65 and older whose income qualifies them for the home energy assistance program under Part 393 of Title 18 of the New York Codes, Rules and Regulations

Prohibits gas and electric corporations from recovering foregone revenues from other customers or customer classes as a result of this surcharge elimination

Directs the Public Service Commission to adopt rules and regulations for age and income verification and any other rules necessary to implement the provisions

Takes effect 90 days after becoming law, with the Public Service Commission authorized immediately to amend, revise, or repeal any rules necessary for implementation before the effective date
