Establishes definitions for "animal fiber" (natural fibers from sheep, goats, alpacas) and "plant fiber" (natural fibers from plants including hemp) used to create textile products.

Creates a Natural Fiber Textile Development Council within the Department of Agriculture and Markets, consisting of the commissioner, commissioner of economic development, and ten appointed members representing fiber producers, textile manufacturers, designers, and academic institutions, tasked with increasing economic contributions and employment in the textile industry.

Adds a new state award category recognizing animal and plant fiber textile producers and manufacturers, alongside existing Direct Farm Marketing, Agri-Tourism, and Specialty Food Product awards.

Expands state procurement procedures to include textile products manufactured from New York-grown animal and plant fibers, allowing purchases up to $200,000 without formal competitive processes and requiring state agencies to maintain lists of qualifying New York fiber textile producers.

Authorizes the Department of Economic Development to promote expansion of animal and plant fiber production, processing, and textile manufacturing in cooperation with other state agencies, and to support research, development, and state policies benefiting the textile industry.
