Amends Labor Law Section 540 to require the Department of Labor to provide unemployment insurance applicants with information about the Special Supplemental Nutrition Program for Women, Infants and Children (WIC) in addition to existing food assistance and utility programs.

Requires the Department of Labor to display WIC program information prominently and accessibly on its website and at unemployment benefit filing locations.

Creates a new Public Health Law Section 2507-a mandating the Department of Health develop and implement an outreach plan to inform low-income households of WIC program availability and encourage eligible participation.

Requires the Department of Health to work with the Department of Labor to distribute WIC informational leaflets to local employment services offices, including program contact information, income eligibility thresholds, and referrals to local social services departments.

Mandates availability of bilingual WIC materials in compliance with federal law to reach non-English speaking individuals; effective 120 days after enactment.
