Grants Mark Pavlak retroactive tier IV membership status in the New York State and Local Employees' Retirement System with a membership date of July 6, 2007, retroactively covering his employment at Liberty Central School District from July-August 2007 and July-August 2008.

Requires Pavlak to file an application with the state comptroller within one year of the act's effective date to receive tier IV status and all associated rights and benefits.

Liberty Central School District shall bear all past service costs estimated at approximately $71,100 as a one-time payment, with no refund of member contributions to Pavlak.

Town of Thompson will incur approximately $4,300 in additional annual retirement contributions for the fiscal year ending March 31, 2023, with future costs varying based on billing rates and Pavlak's salary.

Act takes effect immediately upon enactment.
