Department of Economic Development, along with Empire State Development Corporation, Department of Education, Office of Parks, Recreation and Historic Preservation, Department of Environmental Conservation, Department of State, and New York State Council on the Arts, must conduct a comprehensive study of public and private museums in New York.

Study must include a census of museums with data on size, hours of operation, visitor statistics, funding sources and amounts, and collection subjects.

Study must identify benefits, shortfalls, and consequences of public versus private funding sources for museums.

Study must provide recommendations on adequacy of funding, equitable distribution of funds regardless of discipline or location, ensuring continued accessibility, and feasibility of a single reporting system with oversight.

Report with findings, recommendations, and proposed legislation must be submitted to the governor, temporary president of the senate, and speaker of the assembly within one year of the act's effective date.
