Requires the independent substance use disorder and mental health ombudsman to submit an annual report by October 31st summarizing program work and recommendations for addressing systemic issues.

Annual report must be submitted to the governor, temporary president of the senate, speaker of the assembly, and relevant legislative committee chairs.

Renames the "office of alcoholism and substance abuse services" to the "office of addiction services and supports" throughout the Mental Hygiene Law section.

Ombudsman program will continue to identify, investigate, and resolve complaints from consumers and providers regarding health insurance coverage, reimbursement, and network adequacy for substance use disorder and mental health care.
