Authorizes the Commissioner of General Services to execute a 99-year lease and convey state land to the Sing Sing Prison Museum in Ossining, Westchester County for one dollar, subject to consent from the Department of Corrections and Community Supervision.

Conveys approximately 1.6 acres (70,348 square feet) of abandoned state land that is part of lot 97.10-1-4, with the department granting an easement for museum access from the Powerhouse to the 1825 Cellblock.

Requires the Department of Corrections and Community Supervision to enter into a management agreement with the museum addressing operating requirements, facility safety and security needs, and property boundaries.

Restricts the land use exclusively to museum operations and includes a covenant requiring the property to revert to the state if not used for museum purposes; transfer authority expires two years after enactment if not completed.

Requires the museum to comply with state regulations on prevailing wages, Americans with Disabilities Act standards, and minority- and women-owned business requirements; limits application deadline to one year after enactment.
