Authorizes the Village of Croton-on-Hudson to discontinue parkland use and lease parking area land to Ecogy Energy for up to 25 years to construct a solar facility with canopies over portions of the parking lot.

Requires all proceeds from the lease to be used for acquisition of new parklands and/or capital improvements to existing park and recreational facilities.

Specifies that if the land ceases to be used for the solar facility, the lease terminates, the property reverts to the village, and solar facilities must be removed and the property restored to its previous state.

Requires the village to comply with all federal requirements for parkland alienation or conversion if the parkland previously received federal funding, including obtaining approval from the Secretary of the Interior that substitute lands are equivalent in fair market value and usefulness.

Takes effect immediately upon enactment.
