Renames the "Office of Minority Health" to the "Office of Health Equity" within the state department of health and updates all related references throughout public health law.

Expands the definition of populations served from "minority" to "underserved populations" experiencing injustices due to race, ethnicity, sexual orientation, gender identity, disability status, age, immigration status, and socioeconomic status.

Adds new definitions for health disparities, health equity, and social determinants of health to guide the office's work in addressing complex causes of health inequities.

Broadens the office's duties to include collaborative work with state agencies and affected stakeholders, data collection and dissemination, health promotion, and addressing social determinants of health beyond just health care delivery systems.

Renames the "Minority Health Council" to the "Health Equity Council" and allows council member terms to be up to six years with flexibility in bylaws, while maintaining the council's advisory role to the commissioner on health equity matters.
