Expands the definition of disabled access parking spaces to include parking areas in shopping centers or facilities with 1-4 retail stores and at least 20 off-street parking spaces, in addition to spaces regulated under existing law.

Maintains current fine structure: $50-$75 for first offense and $75-$150 for second offense within two years in the same municipality for illegal parking in disabled spaces.

Allows removal and storage of motor vehicles illegally parked in handicapped parking spaces or access aisles at the discretion of the ticketing officer.

Grants state, county, and municipal law enforcement officers authority to enter parking lots of shopping centers, facilities, and other locations required by fire prevention and building code to have accessible parking, regardless of other state or local restrictions on access.

Takes effect 90 days after becoming law.
