Commissioner of Corrections must conduct a comprehensive study on inmates' prior involvement with child welfare and juvenile systems, including type of out-of-home placement, length of placement, age during placement, ethnic background, and gender.

Study shall include surveys of a random or scientifically appropriate sample of not less than ten percent of all state, county, and municipal correctional facilities.

Survey participation must use self-administered questionnaires and similar methods to ensure respondent anonymity and confidentiality.

Inmates must provide informed written consent after being notified of potential risks and benefits of the study.

Commissioner must submit a written report with findings, conclusions, and recommendations to the Governor, Senate Temporary President, and Assembly Speaker by June 30th of the year following the act's effective date.
