Creates the New York State Criminal Justice Commission on Reentry to study reentry and reintegration of inmates released from state and local correctional facilities, including relevant statutes, regulations, and existing programs.

Commission shall investigate factors impeding successful reintegration, analyze impact of existing policies, identify obstacles to reentry, and compare state policies with those of other states and the federal government.

Commission consists of 18 members appointed by legislative leaders and heads of state agencies including the Department of Corrections and Community Supervision, Department of Labor, Department of Education, and Division of Parole, with the Division of Criminal Justice Services director as chairperson.

Appropriates $250,000 from the state treasury's general fund for the commission's services and expenses, payable on the comptroller's warrant.

Commission shall submit findings and legislative recommendations to the governor and legislature by December 31 of the year following enactment, and the commission expires on that same date.
