Extends the filing deadline for final applications under New York's Industrial and Commercial Abatement Program by allowing a three-month grace period for previously ineligible applicants.

Permits the Department of Finance to accept final applications from applicants who met all program requirements but failed to file within the original one-year deadline from the date of the first building permit or commencement of construction.

Limits the extended filing period to applicants whose eligibility arose after the effective date of New York City Local Law 67 of 2008 and who submit applications within three months of this law's effective date.

Maintains the Department's discretion to delay granting abatement benefits while investigating reasons for late filings.

Takes effect immediately upon enactment.
