Amends Environmental Conservation Law Section 13-0301 to authorize the Department of Environmental Conservation to lease state-owned underwater lands for seaweed cultivation in addition to existing shellfish cultivation authority.

Requires written approval from the Office of General Services for leases within 500 feet of the high water mark.

Prohibits leasing of lands with significant shellfish populations suitable for hand harvesting, lands that would reduce commercial finfish or crustacean fisheries, lands producing bay scallops commercially, and specified waters in Gardiner's and Peconic bays.

Requires department regulations to establish leasing procedures including public auctions, award to highest responsible bidder, detailed cultivation plans, and commencement of cultivation within one year of lease award.

Grants seaweed cultivation lessees exclusive harvesting rights for two years if the Commissioner of General Services grants overlapping leases for other purposes, with option to transplant seaweed to other lessee-controlled lands.
