Establishes a youth services unit within the Port Authority Police Department to operate at all bus terminals, airports, Trans-Hudson stations, and the World Trade Center operated by the authority

Tasks the unit with aiding runaway youths and those in danger of human and sex trafficking through interception, collaboration with undercover officers and social workers, and victim identification

Authorizes the unit to assist in prosecution of offenders, reunite at-risk youths with families, and provide service referrals to trafficking victims

Grants the Port Authority authority to create and enforce rules and regulations necessary to implement the youth services unit

Takes effect upon enactment of identical legislation by the State of New Jersey, or immediately if New Jersey has already enacted such legislation
