Prohibits professional sports team owners from relocating a team's home games if the facility is owned or publicly subsidized by local government, unless the owner obtains an agreement to do so or provides six months' advance notice.

During the six-month notice period, requires team owners to give the local government the opportunity to purchase majority ownership (over 50%) of the team, provide first refusal to purchase the team, or allow local residents to purchase the team.

Defines "facility" broadly to include stadiums, arenas, practice fields, parking, restaurants, recreational areas, and related infrastructure supporting professional sports venues.

Requires new stadiums financed with 51% or more public money to offer local and state government the opportunity to purchase majority ownership of any professional sports team using that facility.

Takes effect 30 days after enactment, with authority granted to develop implementing regulations immediately.
