Authorizes the village of Floral Park in Nassau County to establish a residential parking permit system through adoption of a local law or ordinance.

Defines the geographic area where the permit system may be implemented, bounded by Plainfield Avenue, Magnolia Avenue, Ward Street, and other specified streets, with permits not required on streets zoned for commercial or retail use.

Requires the parking system ordinance to exempt vehicles registered as disabled, designate operating hours, reserve at least 20 percent of spaces for non-residents with short-term parking of at least 90 minutes, and establish a fee schedule with revenues credited to the village general fund.

Mandates a public hearing be held in accordance with the municipal home rule law before adoption of any residential parking ordinance.

Takes effect immediately upon enactment.
