NYSERDA must develop a comprehensive electric vehicle fast charging station implementation plan within six months of the act's effective date, in consultation with state power authority, transportation, environmental conservation, and public service departments.

The plan must include methods to increase public charger availability, current geographic deployment data with port and capacity information, five-year future needs projections, and inventory of all state and utility charging programs.

The plan must address preventing program overlap, provide municipal guidance for curbside charging adoption, support commercial fleet charging in disadvantaged communities, and identify underserved areas.

NYSERDA must publish the plan on its website with a 30-day public comment period before adoption, then publish a final report with statewide deployment guidance.

A "Fast Charge NY working group" of five members—representing municipal organizations, environmental justice, environmental groups, utilities, and charging developers—must be established through gubernatorial and legislative appointments, with annual plan updates required.
