Comptroller establishes a retirement benefit review panel with at least 15 members, with any three members able to review a particular case.

Panel members must have expertise in state retirement systems including membership, service credit, retirement options, and transfer of service credits between retirement systems.

Members of state retirement systems who have exhausted relief through section 803 hearings or other legal provisions may appeal their cases to the panel for final review.

Panel is authorized to hear testimony and admit relevant evidence, with determinations made by the panel being final and binding.

Comptroller authorized to promulgate rules and regulations for implementation, effective 120 days after the law takes effect.
