Expands medical assistance eligibility to include eligible juvenile inmates in public institutions, in addition to incarcerated individuals in state and local correctional facilities.

Allows incarcerated individuals and eligible juvenile inmates to maintain medical assistance eligibility while incarcerated, though no benefits are furnished except for inpatient hospital services outside the facility and services during the 30 days prior to release.

Permits time spent incarcerated to be excluded from recertification deadlines for medical assistance eligibility, to the extent permitted by federal law.

Authorizes the state to seek federal approval to provide transitional medical services including medical care, prescriptions, and care coordination for high-needs individuals in state and local correctional facilities during the 30 days before release.

Takes effect January 1, 2023.
