Establishes "histotechnician" as a certified practitioner role (replacing "histological technician") requiring an associate's degree, with limited independent judgment and work performed under supervision.

Creates alternative pathways to licensure/certification by accepting national certifications, out-of-state licenses, or relevant work experience in lieu of specific educational degree requirements for technologists, technicians, and cytotechnologists.

Modifies limited and provisional permits to be valid for two years and non-renewable (previously one year, renewable for one additional year), and reduces provisional permit fees to fifty dollars.

Requires the state education department to promulgate regulations within 180 days, with histotechnologist licensure requirements effective 18 months after the law takes effect.
