Establishes a 146.162-acre Flax Pond tidal wetlands sanctuary in the village of Old Fields, Suffolk County, to protect areas of special ecological significance.

Designates the sanctuary to be managed by the Department of Environmental Conservation in cooperation with Stony Brook University as a long-term field laboratory for academic research, outdoor education, and public connection to nature.

Prohibits hunting, fishing, trapping, and motor boat use within the sanctuary as incompatible with its primary purposes and management goals.

Defines "motor boat" to include mechanically propelled vessels and detachable outboard motors, with exemptions for emergency, rescue, and official government agency vessels.

Establishes a violation penalty of up to $100 fine or 10 days imprisonment for operating motor boats in the sanctuary, with implementation 180 days after the bill becomes law.
