Extends the period for commercial food fish licenses from ending December 31, 2022 to December 31, 2023, adding a sixth year (2023) to the licensing framework that began in 2018.

Adds 2023 license caps for commercial food fish, commercial crab, and commercial whelk or conch licenses, maintaining the same annual limits established in 2018 for each category.

Extends the eligibility period for existing commercial lobster permit holders and new applicants from ending December 31, 2022 to December 31, 2023.

Extends the period for marine and coastal district party and charter boat licenses from 2021-2022 to 2021-2023, maintaining the annual cap of 517 licenses.

Takes effect immediately, except amendments to food fish license income evaluation requirements take effect on the same date as section 53 of part PP of chapter 56 of the laws of 2022.
