Grants Kimberly Kinblom retroactive Tier IV status in the New York State and Local Employees' Retirement System, with membership retroactively dated to June 28, 2004 when she was first employed by the City of Plattsburgh as a laborer.

Requires Kinblom to file an application with the retirement system within one year of the act's effective date to receive the retroactive membership status.

Kinblom will not receive a refund of any employee contributions already made to the retirement system.

Clinton County must bear all past service costs associated with the retroactive membership, including an estimated one-time payment of approximately $103,000 and increased annual contributions of approximately $5,500 for fiscal year 2023.

Act takes effect immediately upon enactment.
