Replaces the existing 180-day validity period for commercial learner's permits with a duration aligned to federal law under 49 U.S.C. Section 31308 and 49 CFR Part 383.25.

Requires the Department of Motor Vehicles to cancel a commercial learner's permit within 60 days if the holder's medical certification status becomes "not-certified" due to expiration, failure to submit required documentation, or federal notification that certification was issued in error.

Mandates notification to permit holders by first-class mail when their medical certification status becomes "not-certified" and specifies options to restore privileges through current medical certification or changes to self-certification for excepted or intrastate commerce.

Takes effect 180 days after the bill becomes law.
