Requires Clinton County to file a resolution with the state Comptroller within 180 days of the act becoming law, certifying that the three deputy sheriffs were prevented from timely application through no fault of their own.

Permits the three deputy sheriffs to individually elect coverage under section 551 of the Retirement and Social Security Law within one year of the act's effective date.

Clinton County must bear all employer past service costs associated with the plan, which may be amortized over a five-year period.

Estimated immediate past service cost of approximately $4,770, with annual contribution increases of approximately $1,500 for fiscal year 2023, varying in future years based on billing rates and salaries.
