Establishes a program for sharing veteran contact information between state veteran-related programs and the Division of Veterans' Services to connect eligible veterans with available benefits.

Requires state departments and agencies (taxation and finance, labor, parks, aging, housing, environmental conservation, and higher education services) to participate in the information-sharing program.

Mandates that agencies providing health, mental health, family services, criminal justice, or employment assistance must ask clients about veteran status and inform veterans about Division of Veterans' Services assistance.

Protects veteran information as confidential personal information under the Public Officers Law and limits its use to diagnosis, treatment, assessment, and referral to veterans' services.

Takes effect 180 days after enactment, with provisions for delayed implementation if related 2021 and 2022 legislation has not yet taken effect.
