Requires each municipality in Nassau and Suffolk counties to adopt a local law establishing an electronics and hazardous waste recycling pilot program within 180 days of the law's effective date.

Pilot programs must operate for at least one year and include recycling of electronics and hazardous waste with a public drop-off location accessible to residents.

Each municipality must submit a report to state leadership within two years describing pilot program effectiveness, amount of material collected, treatment/disposal/recycling outcomes, and participation rates compared to total residents.

The law takes effect immediately and expires three years after enactment, at which point all provisions are repealed.
