Requires owners or agents of multiple residences and multiple dwellings to provide emergency service personnel (police, fire departments) with names and contact information of affected residents upon request during emergencies including fires, gas leaks, building collapses, natural disasters, acts of terrorism, and similar events.

Mandates owners or agents update resident contact lists upon execution of new leases, lease renewals, or lease amendments, with specific and informed written consent obtained from each occupant or resident each time the list is updated.

Requires written notice to residents about the contact list, including that it is maintained by the owner and explaining the potential impact of opting out.

Restricts use of resident contact lists solely for emergency evacuation purposes and prohibits emergency services personnel from disseminating, using, or accessing the lists for any other purposes.

Takes effect 90 days after the bill becomes law.
