State Board of Elections must promulgate regulations within 180 days standardizing how county and city boards process Freedom of Information Law requests and distribute data to the public.

County and city boards of elections must transmit election results, voter registration lists, voter history files, district maps, and polling site information to a statewide database after each election.

Establishes the "New York Voting and Elections Database and Institute" jointly within SUNY and CUNY to maintain a centralized, publicly accessible repository of election data from all political subdivisions and to conduct research on voting systems and election administration.

The database must maintain and provide free online access to election results, voter registration data, demographic estimates by race and language-minority groups, polling site locations, and redistricting plans for at least the previous 12 years.

School districts must transmit election results, voter registration lists, and related data to the statewide database within 90 days after elections; creates a dedicated fund in the State Finance Law to support database operations and research programs.
