Designates boards of elections as public bodies subject to open meetings requirements under the Public Officers Law.

Requires county boards of elections to publish election notices at least 30 days before primary elections and 30 days before general/special/village elections, including polling place locators, early voting dates, mail ballot deadlines, and sample ballots in major languages.

Permits any registered voter in a county to vote at any polling place within that county, with the state board promulgating regulations to ensure auditing remains simple and secure.

Mandates public posting of election results tapes and tabulation results outside guard rails where the public can view, photograph, and video them; requires results to be released by election district broken down by ballot type within 24 hours of polls closing.

Allows the Committee on Open Government to appoint unlimited qualified watchers to elections and audits (subject to logistical limits), with partisan affiliation not being a valid disqualification criterion.
