Requires contractors and subcontractors on covered retail or distribution projects to enter into labor peace agreements with bona fide labor organizations representing retail or distribution center employees in New York State.

Defines covered projects as those involving public agencies with substantial proprietary interest where at least one retail establishment has 10+ employees or one distribution center has 20+ employees.

Labor peace agreements must prohibit labor organizations and members from strikes, boycotts, work stoppages, corporate campaigns, picketing, or other economic action against the project for a minimum of five years from the project's operational commencement.

Allows public agencies to waive the labor peace agreement requirement if they determine the project cannot proceed or costs would be substantially increased, subject to written findings and labor organization input, with final approval from the Commissioner of Labor.

Applies requirements to all public agencies, public authorities, and political subdivisions entering contracts for covered projects, effective 90 days after enactment; construction contracts are exempt from the requirement.
