Creates a seven-member Latina suicide prevention task force to examine mental health and suicide prevention practices for Latina New York residents, with members serving until two years after the act's effective date.

Task force members shall be appointed by the governor (1), temporary president of the senate (1), senate minority leader (1), speaker of the assembly (1), assembly minority leader (1), and commissioner of mental health (2) within 60 days of the effective date.

Appointees must have expertise in mental health and suicide prevention services with knowledge of the Latina community, with geographic representation from across the state.

Task force shall study current mental health and suicide prevention efforts, recommend improvements to increase effectiveness, and determine reasons for high rates of Latina suicides.

Task force must submit a preliminary report within 13 months and a final report within 22 months of the effective date, including findings, recommendations, and legislative proposals; the act expires and is repealed two years after taking effect.
