Amends Public Service Law Section 66 to authorize the Public Service Commission to establish performance standards for gas and electric corporations regarding power outages and restoration based on outage nature and number of affected customers.

Requires the Public Service Commission to investigate alleged violations and, upon finding unacceptable performance, impose penalties deemed just and proper following notice and hearing.

Establishes that penalties must include customer credits equal to the cost of one kilowatt hour for each kilowatt hour of service outage.

Amends Public Authorities Law Section 1020-f to grant the Long Island Power Authority and its service providers identical authority to establish performance standards, investigate violations, and impose penalties for gas and electric corporations.

Takes effect immediately upon enactment.
