Amends the Navigation Law to establish new Hudson River pilotage fee schedules for vessels operating in Section 1 (Lower River: Yonkers to Hyde Park) and Section 2 (Upper River: Yonkers to Albany or Troy) effective January 1, 2023 through January 1, 2027.

For Section 1, Lower River, vessels of 100+ pilotage units pay per-unit rates ranging from $14.02 (2023) to $15.78 (2027), while smaller vessels pay fixed rates of $979.74–$1,102.70 (up to 50 units) and $1,400.60–$1,576.39 (50–100 units).

For Section 2, Upper River, vessels of 100+ pilotage units pay per-unit rates ranging from $19.75 (2023) to $22.23 (2027), while smaller vessels pay fixed rates of $1,615.01–$1,817.70 (up to 50 units) and $1,973.91–$2,221.65 (50–100 units).

Maximum charges capped at 500 pilotage units apply to all vessel categories and sections.

Effective date is January 1, 2023.
