Extends the deadline for World Trade Center rescue, recovery, or cleanup operation participants to file notice of participation from September 11, 2022 to September 11, 2026 in retirement systems.

Allows members or eligible beneficiaries to submit written sworn statements either in paper form or electronically through a secure online portal maintained by their retirement system.

Amends workers' compensation law to allow claims filed by September 11, 2026 for disablement occurring between September 11, 2017 and September 11, 2021, and permits reconsideration of previously disallowed claims under these conditions.

Applies retroactively to September 11, 2001 and exempts the legislation from cost-sharing provisions under Retirement and Social Security Law Section 25.

Takes effect immediately upon enactment with estimated minimal fiscal impact for most retirement systems, though costs depend on the number of eligible participants who file claims.
