Removes time-of-day restrictions on photo speed violation monitoring systems in New York City school speed zones, allowing them to operate during all hours instead of only weekdays 6 a.m. to 10 p.m.

Allows the city to maintain photo speed violation monitoring systems in up to 750 school speed zones simultaneously, with placement prioritized based on speed data and crash history.

Requires "photo enforced" signage below speed limit signs in conformance with Manual on Uniform Traffic Control Devices (MUTCD) standards, and mandates modification of existing signage during regular maintenance.

Extends the expiration date of the speed camera demonstration program from July 1, 2022 to July 1, 2025.

Prohibits installation or operation of photo speed violation monitoring systems on controlled-access highway exit ramps or within 300 feet along highways continuing from such ramps.
