Removes the two-year deadline for individuals to submit applications for licensure or certification as licensed behavior analysts or certified behavior analyst assistants if they are certified by an acceptable national certifying body.

Allows graduates of approved educational programs to complete supervised experience and examination requirements for national certification under supervision of a licensed behavior analyst employed by an authorized applied behavior analysis provider.

Requires supervising licensed behavior analysts to submit a sworn statement to the department within 90 days of beginning supervision, attesting to compliance with supervision requirements.

Mandates that supervising licensed behavior analysts notify patients (or their legal representatives) when services will be provided by a graduate under supervision and must provide patients opportunity to object.

Makes supervising licensed behavior analysts fully responsible for services provided by graduates and subject to disciplinary and regulatory authority of the Board of Regents and the Department of Education.
