Increases the federal poverty level threshold from 275 percent to 300 percent for child care subsidy eligibility across multiple facilitated enrollment pilot programs in New York.

Applies the increased threshold to pilot programs serving Manhattan, the Bronx, Brooklyn, Staten Island, Queens, Onondaga County, Erie County, Nassau County, Suffolk County, Capital Region-Oneida, the Liberty Zone, and Monroe County.

Allocates $965,025,200 for child care programs in 2022-23, including $500,000 each for NYC and Onondaga County programs, $1,500,000 each for Erie, Nassau, and Suffolk County programs, and $2,549,000 for Capital Region-Oneida.

Requires program administrators to submit reports by November 1, 2022 documenting enrollment, subsidy amounts, and participant demographics, with penalties including reduced funding or program termination for non-compliance.

Takes effect immediately and is deemed effective as of April 1, 2022.
