Expands NYC Board of Education from 15 to 23 members effective August 15, 2022, including five members elected by community district education council presidents (one from each borough) and adds city comptroller as ex-officio non-voting member.

Changes board member appointment terms from coterminous with appointing authority to one-year terms, and restricts removal to "for good cause" with written notice and opportunity to refute reasons, prohibiting removal for voting against appointing authority's direction.

Creates city-wide council on district seventy-five with nine voting parent members, two voting members appointed by public advocate, and one non-voting high school senior member to advise on special education services and issue annual effectiveness reports.

Increases community district education council membership from 12 to 12 voting members and adds one elected parent member of district seventy-five students, expands parental involvement in selecting community superintendents and parent coordinators, and requires written responses to council resolutions within 30 days.

Directs commissioner of education to conduct comprehensive review of NYC school governance by December 1, 2023, including public hearings in each borough and assessment of governance models from other districts, with findings reported to governor and legislature.
